Michigan Public Act 295
The Clean, Renewable, and Efficient Energy Act (PA295) was passed into legislation in October 2008 with the purpose of promoting the development of clean energy, renewable energy and energy optimization through the implementation of standards that will cost-effectively do the following:
  • Diversify the current resources (petroleum, nuclear, natural gas and coal) used to meet the energy needs of Michigan consumers.
  • Provide greater energy security through the use of indigenous energy sources available in Michigan.
  • Encourage private investment in renewable energy (biomass, wind, solar, geothermal, kinetic, etc) and energy efficiency.
  • Provide improved air quality and other benefits to consumers in Michigan
In encouraging energy efficiency the overall goal is to reduce the future costs of provider service to customers. Therefore, energy optimization plans have been designed to delay the need for constructing new electric generating facilities and thereby protect consumers from incurring the costs of such construction. The plan has a set of programs that include offerings for all consumers and uses educational programs designed to alter consumer behavior.

This legislation also includes a goal for Michigan to reduce state government grid-based energy purchases by 25% by 2015. And includes net metering which provides credits to consumers for consumer generated renewable energy.
